It is the sense of Congress that--

(1) any agreement that sets forth the `broad parameters of the overall bilateral relationship [as between the United States and the Republic of Iraq] in every field,' particularly one that includes a security commitment or arrangement provided to the Republic of Iraq by the United States, would result in serious military, political, and economic obligations for the United States, and thus, consistent with past practice, should involve a joint decision by the executive and legislative branches; and

(2) a short-term extension of the mandate of the Multi-National Force in Iraq (currently provided by United Nations Security Council Resolution 1790 (2007)), would, in concert with Iraqi law, provide United States forces with the authorities, privileges, and immunities necessary for those forces to carry out their mission in Iraq.

The administration, arguing that the pacts are mere executive agreements, contends that no congressional legislation or Senate ratification is needed to validate them. The Constitution, however, prescribes a process for international treaties, and it vests Congress with significant powers to regulate foreign commerce, define offenses for which Americans may be held liable, and make rules for the regulation of our armed forces.

Can those powers legitimately be delegated to the executive branch through the device of an “executive agreement”? I’m skeptical, especially after living through eight years of non-stop Democrat assaults on presidential power. But perhaps the Left sees things differently now that the president’s name is about to be Obama.

Well

The Wicked Witch of the West has put forth tireless effort to end the war in Iraq! Please, somebody call the newspapers. We have some big news on our hands. The witch who could not impeach the most impeachable of presidents in American history, who approved torture, and funded every war she could was really trying tirelessly to end the war in Iraq.

How come I couldn't figure that out? Why do I think that the war machine with the help of the Wicked Witch of the West is going to try to keep the war crimes in place and start a new war if they can?

Obama is supposed to be smart, but I worry that they will outsmart him -- if you call committing slow-motion genocide smart.
